New City Safe City "Territory of Peace" Workshop & Exhibition in Tyre (Lebanon)
A road map to safe city. Driving community safety through public/private partnerships.
A new town is a city or community that was carefully planned from its inception and its typically constructed in a previously unsettled, undeveloped area.
The key concept is designed to raise awareness and involve the civil community to work as a unit, unique, to discourage any destabilizing elements that could undermine its stability and prosperity. In the current age, threats to life, to identity, to personal freedom come from an increasing number of factors.
Among the main causes of instability and insecurity , there are the increasing number of terrorist attacks on a large scale, the high rate of crime, urban decay, natural disasters.
Today, the steady increase in the phenomenon of uncontrolled demographic decrease is leading to appreciable proliferation of destabilizing elements , with a significant increase of the population living in anonymity and degradation, which is contrasted against the needs of city Authorities to prepare the effective measures of prevention and protection of areas defined as "high risk" representing for terrorist groups and organized crime an attractive lucrative opportunities.
In this context, civil society and individuals are called upon to cooperate actively to solve the ever-increasing need for security.
"New City Safe City - Territory of Peace" represents a concrete plan to improve public safety and welfare, including through the implementation of new methodologies in response to the growing need for collective security.
To mitigate the impact of the progressive increase of the destabilizing elements, the city Authorities need real-time information and insights on the different methodologies applicable to the present case in order to make urban areas safer and more livable.
The participants will be no. 7 Senior Experts and no. 7 Junior Experts come from the countries participating in the Newcimed project. Each Newcimed’s partner will select no. 1 Senior Expert and no. 1 Junior Expert from its respective country.
The participants are requested to choose at least no. 2 issues related to the concept of urban security offering implementing proposals and valid arguments designed to significantly improve the quality of life in urban areas through the use of modern technology and the use of eco-friendly infrastructure and qualified personnel. To this purpose, to Senior and Junior Expert/Technical is asked to prepare a presentation by choosing n. 2 main issues that will be discussed with the participants through a participatory approach.
So after the workshop, all this information will be gathered and discussed in a round table with all participants, in order to perform a specific deliverable Manual of “Safe City” concept providing the best implementing proposals processed by each Expert/Technician. In doing so, all presentations presented during the Workshop are going to be an essential part of the aforesaid Manual. The role of each partner representatives will be as a moderator for the two Experts/Technicians selected.
The themes produced during the 6 nights/7days workshop will form part of a manual of the New City Safe City concept that will be exhibited during one-day event on 20th February 2014, that will take place in the Tyre (Lebanon).
The Municipality of Tyre, as partner responsible for organizing the aforesaid workshop and event, will determine and identify, at its sole discretion, the best location suitable for hosting the aforesaid exhibition.
The manual of the New City Safe City concept will be part of an itinerary exhibition that will be installed during the other events organized in partners' countries within the NEWCIMED project.
Ancient city of Tyre and modern town of Soûr
Located on the southern coast of Lebanon, 83 km south of Beirut, the antique town of Tyre was the great Phoenician city that reigned over the seas and founded prosperous colonies such as Cadiz and Carthage and according to legend, was the place of the discovery of purple pigment.
In the modern town of Soûr, the property consists of two distinct sites: the one of the town, on the headland, and the one of the Necropolis of El Bass, on the continent.
The site of the town comprises important archaeological vestiges, a great part of which is submerged. The most noteworthy structures are the vestiges of the Roman baths, the two palaestrae, the arena, the Roman colonnaded road, the residential quarter, as well as the remains of the cathedral built in 1127 by the Venetians and some of the walls of the ancient Crusader castle.
The sector of Tyre El Bass, constituting the principal entrance of the town in antique times, comprises the remains of the necropolis, on either side of a wide monumental causeway dominated by a Roman triumphal arch dating from the 2nd century AD. Among the other vestiges are an aqueduct and the hippodrome of the 2nd century, one of the largest of the Roman world.
